The directories newsleecher uses are stored in setup.dat, so newsleecher has to be able to find setup.dat in order to point the rest of the settings to the correct location. If you want to move setup.dat as well, you have to tell newsleecher where it can find it, see this FAQ topic for instructions ...

That feature does a live scan of the data transferred which isn't needed because Avast will also scan the completed downloaded files for viruses. Besides, the articles will probably be scanned when they're written to disk, then again when the complete file is available and the articles are joined, ...

Right click the speed graph or the tray icon, and there should be an option for the speed scheduler (I don't have newsleecher at hand, so I'm not sure about the precise location, but you should be able to find it easily enough).
